Ohio House Bill 251 legislation mandates that each institution of higher education to develop a plan to reduce energy consumption by at least 20% by end of Fiscal Year 2014. A secondary goal of this legislation is for each institution to achieve a similar 20% reduction in carbon dioxide emission levels for the same comparative period.

Ohio House Bill 264, the Energy Conservation Program, is an incentive for School Districts to increase their building’s energy efficiency district-wide. This program allows School Districts to participate in energy efficiency improvements to their facilities, while using the savings they generate to pay for them, rather than using the tax payer’s dollars. This program can lead to significant reductions in a district’s utility cost, because nearly 90% of a facility’s operational budget is used within lighting and HVAC alone.
